Report: Louisiana's poor pay higher tax rate than the rich ... - The Lens

The poor in Louisiana pay twice as much of their income in state and local taxes as do the rich, a new study shows.

The report, released Wednesday by the Institute on Taxation and Economic Policy, a liberal, Washington, D.C.-based group, will likely raise more questions about Gov. Bobby Jindal?s plan to eliminate income and corporate taxes and replace them with additional sales taxes. That plan is already facing criticism that it would hit the poor hardest.

Though virtually all states tax the poor at higher rates than the wealthy, the disparity in Louisiana makes for one of the most regressive tax systems in the country, the report found. A regressive tax structure results in the poor paying a higher percentage of their income than do middle-class residents and the rich. The Jindal plan seems likely to make Louisiana even more regressive because of its mounting reliance on sales taxes, an impost that falls most heavily on the poor.

?It is a standard finding in the public finance literature that the sales tax is the most regressive, the income tax the most progressive and the property tax falls in between,? said Steven Sheffrin, a Tulane economics professor who is director of the university?s Murphy Institute.

The 20 percent poorest of non-elderly families in Louisiana paid 10.6 percent of their family?s income in state and local taxes while the richest 1 percent paid 4.6 percent, the ITEP study found.

?The study says we already have a regressive system in Louisiana,? said Jan Moller, director of the Louisiana Budget Project, a liberal Baton Rouge-based research and advocacy group. Under the Jindal plan, ?it would get worse. The only question is how much worse. You can make a bad plan somewhat better, but that doesn?t solve the problem.?

Tim Barfield, executive counsel to Jindal?s Revenue Department, has said the governor plans to expand the Earned Income Tax Credit for the poor to offset the higher sales taxes. The credit amounts to a negative tax rate for low-income residents.

About 70 days before the Legislature convenes on April 8, Jindal, ?has yet to reveal details of his plan to Louisiana taxpayers. He has been busy speaking to Republican groups around the country.

Eliminating income and corporate taxes would cost the state about $3 billion a year, state figures show. To offset the lost revenue?which Jindal says he intends to do?he is expected to favor raising ?the state sales tax and imposing taxes on some activities and purchases that are currently exempt. His aides have said, however, that Jindal won?t touch the exemptions on groceries, prescription drugs and home utility bills.

Jindal and Barfield have indicated that they want to focus not on whose taxes will be lowered or raised but on how the plan will spur investment and job creation in Louisiana.

Greg Albrecht, the chief economist for the non-partisan Legislative Fiscal Office, published a commentary Wednesday that questions how much extra tax revenue the Jindal plan might produce.

The ?macroeconomic effects of such a tax swap are likely to be small, if they exist at all,? Albrecht wrote. ?States in general do not really have macroeconomic policy
capability. States cannot manipulate the money supply or interests rates, and have to balance their budgets annually. Elimination of income taxes will increase disposable income, but the spending of total disposable income will be subject to higher taxation.?

The Jindal administration did not respond to a request for a comment on the ITEP study.

The ITEP study overall found that virtually every state taxes the poor at higher rates than the wealthy. The states with the 10 most regressive tax systems include Texas and Florida, which don?t have income taxes and rely on sales taxes for their revenue. Jindal has said he wants to model Louisiana?s tax system on those two states.

MAGfest: The Community of Gamers ? Intelligently Artificial

The gaming community is often cast in a bad light as vagrants, underachievers, basement-dwelling hobgoblins, or even, on occasion, gun wielding psychopaths.? But this is not really who gamers are.? This is not what we stand for.? This is not our community.? The gaming community can be one of the friendliest communities you?ll ever meet and there are a few events throughout the year where we gather together in our mutual love of games as entertainment and an art-form.? Today, I would like to highlight MAGfest: The Music and Gaming Festival, an event of gamers, by gamers, and for gamers.

Gamers convene in style.? MAGfest was held at the Gaylord Hotel and Convention Center at National Harbor, Maryland which is exactly as impressive as it sounds.? It is a massive five star hotel with ?Indoor Trees? as JonTron of GameGrumps fame put it.? Marble floors, columns, and grand entranceway make this an impressive location, but here on the far exteriors of the DC metropolitan area gamers gather in an ironically informal way.

There were no levels or VIP locations here.? All of us were gamers and all of us equal.? Everyone was issued ?Apocalypse Survivor Badges? which looked like Gameboy Colors further adding to the whimsical nature of the event.? MAGfest officially opened with a panel hosted by the organizing board.? They went over the rules and told funny stories about bad things that have happened in the past.? One attendee shouted ?What about spawncampers?? and the group leader laughed and responded ?Spawn Campers are fine, man.? Learn how to spawn!?? And this good-natured fun continued throughout the festival.

The festival was broken down by room and floor.? The upper floors contained large auditoriums where the panels, concerts, and screenings were held.? The lower floors contained the Expo Center which was further broken down.? The first partition contained a sea of folding tables and boardgames as well as a large open area in the back for autographs.? Next to this was the arcade room with a veritable history of arcade games from an Asteroids game with an LED screen to Missile Command to Time Crisis to Dance Dance Revolution.? This was followed by the vendor/LAN room where the designers, artists, and musicians displayed their wares, while in the back lay a LAN network and Table-Flipping-for-Charity wherein you get awesome stress relief while raising money for Child?s play. ?Lastly, there is the console room with consoles at least as far back as the NES with incremental increases as you reach more recent consoles.? On the surface this would have looked like any other convention-type event?that is until you see the veritable menagerie of game props and cosplayers.? I have to give props to one girl in particular who made a chain chomp cosplay.? It looks like a convention and in some ways it is, but on the inside were very informal down to earth panels between the special guests and their fans.

The panelists acted like regular attendees and had just as much fun walking around playing games and watching other people?s panels.? Egoraptor and JonTron, collectively known as the Game Grumps hosted a panel taking questions based on games and cosplay weapons raised in the air that they thought looked cool.? People brought them art and games for future videos.? People asked about their favorite games and how they met, which is a hilariously cute story that I cannot give justice to here.? There was another panel hosted by James Portnow and Daniel Floyd of Extra Credits wherein they took questions for over 4 hours and were joined by other guests as James scouted the audience.? These guests included Kan Gao of To the Moon fame and Dale North and one of his coworkers at Destructoid.? Even this panel which became a much higher discussion of game analysis, the games industry, and game design theory still remained fun and thought-provoking.? These things are part of what makes MAGfest a true community event.

MAGfest brings out the best in the gaming community.? It is an event for gamers of all shapes and sizes to meet and have fun.? It is a place for gamers to come together and discuss games with their heroes whether designers, reviewers, or musicians.? It is a place for gamers to support their artists and musicians.? It is a place for gamers to party with these designers and musicians.? MAGfest is a place for gamers to truly be gamers and gamers first before students or designers or citizens or outcasts.

Court hears Italian "Devil's Advocate" was fake lawyer

LONDON (Reuters) - An Italian man known as the "Devil's Advocate" went on trial in London on Tuesday accused of posing as a lawyer to defraud 10 sets of victims of a total of almost one million pounds.

Giovanni Di Stefano, 57, denies 25 offences of deception, fraud, money laundering and forgery allegedly committed between 2004 and 2012.

Lawyer David Aaronberg, opening the case for the prosecution at Southwark Crown Court, said Di Stefano had no legal qualifications but had built a reputation as a lawyer willing to take on cases considered unwinnable or too difficult to defend.

"Somewhere along the way, over the years, he acquired the soubriquet, or nickname, of 'Devil's Advocate' and he became more and more well-known," Aaronberg said.

The prosecutor said Di Stefano's name had been linked to many newsworthy cases all over the world, and that he had worked in Iraq and in Serbia, but he gave no details.

Under British law, media reports about the trial cannot give any background details not given to the jury in open court.

The court heard that some of the offences alleged in the indictment arose because Paul Bush, a man convicted of murder and kidnapping, saw a 2004 BBC documentary "Notorious: Devil's Advocate" on Di Stefano in prison.

He asked his partner, Paula Gregory-Dade, to obtain Di Stefano's services to launch an appeal against his convictions.

Aaronberg described how Di Stefano persuaded Gregory-Dade and others connected to Bush to pay some 120,000 pounds in legal fees and for a supposed bail security for Bush.

The court also heard that in 2003, when asked by a British judge to provide proof of his qualifications, Di Stefano had said he could not as there had been an earthquake in Campobasso, his native province, which had destroyed all the public records.

Aaronberg said this was a lie and the records were intact.

He said Di Stefano's defence against the charges would be that he "honestly believed himself entitled to describe himself as a qualified lawyer".

The trial continues on Wednesday.

Portland is known as Rip City in NBA circles and LaMarcus Aldridge tore the heart out of the Dallas Mavericks.

Aldridge drilled the tying three-pointer in the closing seconds and the game-winning jumper at the buzzer, sending the Trail Blazers to a thrilling 106-104 come-from-behind victory over the visiting Mavericks on Tuesday night.

"This is what you live for," said Aldridge of the game-winning 10-foot fade-away jumper.

"I was surprised because I caught it so deep and I just turned."

Aldridge finished with 29 points and 13 rebounds, J.J. Hickson had a season-high 26 points with 15 boards for Portland, which rallied from 21 down in the third quarter for its third win in the last four games.

"Just another win," said Blazers coach Terry Stotts with a laugh.

"I can't get tired of appreciating what our team does as far as competing, fighting and never giving up. We've seen it a number of times before this season but it never gets old."

Dirk Nowitzki appeared to be the hero when the German star nailed a triple, giving Dallas a 104-101 lead with 11.4 seconds remaining.

However, Aldridge countered by connecting on his first three of the season, squaring the contest with 4.5 ticks to go.

The Mavericks coughed up the ball when O.J. Mayo was whistled for an offensive foul, setting up Aldridge's heroics.

Following a timeout, Aldridge got the ball on the left side and the two-time All-Star big man buried the difference-maker as time expired and was immediately mobbed by teammates.

"He was smiling like a rookie," Blazers forward Nicolas Batum said of Aldridge in the locker room.

"We needed those two shots - they show people that he really is an All-Star. He is a go-to guy, he's one of the best."

Elsewhere, the LA Lakers secured a third straight win by beating New Orleans 111-106, with Dwight Howard scoring 24 points.

Golden State Warriors were too good for Cleveland 108-95 and Milwaukee Bucks defeated Detroit 117-90.

Canon EF 180mm Macro f/3.5L USM

The EF 180mm Macro f/3.5L USM ($1,579 list) is a telephoto prime lens for Canon cameras that features macro shooting capability. At its closest focusing distance it supports 1:1 magnification, which means that an object in the image frame will be projected onto the camera's sensor at its actual size. The lens can also be used as a standard telephoto optic?there's a switch on the side of the barrel that allows you to choose between the full focus range for autofocus or to only try and focus on objects that are close to the front element of the lens. One downside to using the lens as a handheld telephoto optic is the lack of image stabilization?something that the similar Sigma 150mm F2.8 EX DG OS HSM APO Macro does include.

The lens is very long, but not overly wide?it measures 7.3 by 3.3 inches and is heavy at 2.4 pounds. A tripod collar, which wraps around the lens near its base, is included. It's a good idea to use it rather than your camera's tripod socket, as it evens out weight distribution to lessen the amount of stress placed upon the lens mount. Standard 72mm filters are supported, and the front element is stationery so using a polarizing filter is feasible. A lens hood and carrying case are included.

I used Imatest to check the sharpness of the lens when paired with the full-frame Canon EOS 6D. I also shot the lens with the APS-C Canon EOS Rebel T4i, whose smaller sensor gives the lens a field of view that is nearly 300mm, which came in handy at a baseball game. The lens puts up impressive sharpness figures?it notched 2,414 lines per picture height at f/3.5, well in excess of the 1,800 lines that mark a sharp photo. Performance increases a bit at f/8, where it hits 2,497 lines. Distortion is not a concern?there is only a negligible 0.2 percent shown in test results. The Sigma 150mm is not as sharp at f/2.8 at 1,843 lines, but it does hit 2,400 at f/4 and comes close to 3,000 lines at f/8.

Aside from the lack of image stabilization, which is not a concern when it comes to macro tripod work, there isn't much negative to say about the Canon EF 180mm Macro f/3.5L. It's expensive, but its price is not out of line for its class?the Sigma 150mm is priced at $1,600, although it often sells for much less, and Nikon's similar AF-S Micro-Nikkor 200mm f/4D IF-ED costs nearly $1,800. If you can live with the slightly wider field, choosing the Sigma will add image stabilization without sacrificing magnification or sharpness at comparable apertures?but there's very little chance that you'll be disappointed by the images that this Canon macro lens can capture.

Cool, new views of Andromeda galaxy

Jan. 28, 2013 ? Two new eye-catching views from the Herschel space observatory are fit for a princess. They show the elegant spiral galaxy Andromeda, named after the mythical Greek princess known for her beauty.

The Andromeda galaxy, also known as Messier 31, lies 2 million light-years away, and is the closest large galaxy to our own Milky Way. It is estimated to have up to one trillion stars, whereas the Milky Way contains hundreds of billions. Recent evidence suggests Andromeda's overall mass may in fact be less than the mass of the Milky Way, when dark matter is included.

Herschel, a European Space Agency mission with important NASA contributions, sees the longer-wavelength infrared light from the galaxy, revealing its rings of cool dust. Some of this dust is the very coldest in the galaxy -- only a few tens of degrees above absolute zero.

In both views, warmer dust is highlighted in the central regions by different colors. New stars are being born in this central, crowded hub, and throughout the galaxy's rings in dusty knots. Spokes of dust can also be seen between the rings.

One view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16682 , is a mosaic of data from Herschel's Photodetecting Array Camera and Spectrometer (PACS) and spectral and photometric imaging receiver (SPIRE).

The second view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16681 , shows data from only the SPIRE instrument, which captures the longest of wavelengths detectable by Herschel.

Herschel is a European Space Agency cornerstone mission, with science instruments provided by consortia of European institutes and with important participation by NASA. NASA's Herschel Project Office is based at NASA's Jet Propulsion Laboratory, Pasadena, Calif. JPL contributed mission-enabling technology for two of Herschel's three science instruments. The NASA Herschel Science Center, part of the Infrared Processing and Analysis Center at the California Institute of Technology in Pasadena, supports the United States astronomical community. Caltech manages JPL for NASA.

The Week In Tech: Consoles, Steam Boxes, AMD | Rock, Paper ...

Happy new year all ye hallowed RPSers. It?s time to get hardware back on track. This week, the theme is consoles. We?re talking next-gen Playstation and Xbox. We?re talking Steam Boxes. We?re talking hope for beleaguered AMD. Just maybe.


Let?s kick off with what appears to be leakage of some very detailed information regarding the specifications of the next Sony Playstation and Microsoft Xbox efforts.

Until the official reveal, probably in March at GDC, we can?t be totally sure how those next-gen boxes will turn out. But the stories circulating on the web look highly plausible. And they go something like this.

The next Playstation is codenamed Orbis. The next Xbox is known as Durango. Both will pack pure AMD technology, but with a slightly different spin than expected.


A Playstation 3, yesterday

First up, CPUs. And th
ey appear to be identical. Eight cores. 1.6GHz clocks. AMD?s Jaguar architecture. Hold that thought, we?ll come back to it.

On the graphics side, there?s more of a delta. Sony has ponied up for a Radeon HD chip with 18 GCN units and therefore a grand total of 1,152 shaders. Microsoft has allegedly cheaped out with 12 units and thus 768 shaders.

Memory-wise, it?s 4GB of nippy GDDR5 from Sony and 8GB of DDR3 supplemented by 32MB of dedicated EDRAM for the GPU from Microsoft. Controllers and various motion-detection paraphernalia aside, the hardware specs are rounded out by Blu-ray for both boxes.

What?s the meaning of this?

So, what does it all mean? First and foremost, it means both consoles will have properly feeble single-thread CPU performance. OK, Jaguar is somewhat of an unknown quality currently. But it?s the replacement for Bobcat, AMD?s low-power, poverty-spec architecture. And even AMD is only claiming an extra 15 per cent instructions per clock with the transistion from Bobcat to Jaguar.

If AMD?s full-fat FX CPUs offer minimal headroom to spare when it comes to single-thread performance in games, Jaguar will only be worse. And by worse I mean much. Factor in clocks and the result is likely to be well under half the per-core performance of AMD FX. Which in turn is well behind Intel?s nest. Nasty.

Of course, you could argue that?s no biggie. You?ve got eight cores. Simply spread the load. If it were that simple, an AMD FX eight-core chip would already have the legs on, say, a four-core Intel Core i5. But it isn?t. So it doesn?t.

What do we want? Core i5? When do we want it? Roughly November

Admittedly, these concerns don?t translate directly over to console land. With fixed hardware specs, games devs can make better use of the chips available. No doubt we?ll see better balancing of of CPU and GPU utilisation than is typical on the PC, for instance. And in general, operating system and general platform overheads are lesser on consoles.

But for me, those AMD Jaguar cores are still a worry. Getting the CPU bit of games engines to scale neaty across multiple cores has never been easy. It?s funny, really. You?d think Sony would have learned its lesson from the ridiculous (in gaming terms) Cell processor and its array of futile SPEs. I?d far rather see a plain old Intel quad-core chip ? or even something like a quad-core AMD Phenom ? than eight Jaguar cores.

Cheaper chips

The problem, of course, is cost. AMD Jaguar cores are teeny-tiny, so a chip containing eight of them will be cheaper than a traditional quad-core PC processor.

But what about the graphics? AMD GCN refers to its graphics architecture, otherwise known as Graphics Core Next or the Radeon HD 7000 series. The good news is that it?s a very solid graphics architecture.

The rumoured specs puts Playstation Orbis roughly between a Radeon HD 7850 and 7870 in terms of raw rendering performance. Theoretically, Xbox Durango is off the pace and closer to the Radeon HD 7770.

In practice, there probably won?t be much in it. For starters, both consoles are targeting the 1080p resolution and even the Xbox GPU should be able to cope with that. And it could well turn out that it?s the CPU that most often bottlenecks performance. In which case the difference will be slim to none.

So, what does this all mean for PC gaming? Certainly, it ensures that even a mediocre PC will remain a more powerful gaming tool than either of the new consoles. That?s not a huge surprise. But it is a bit of a bummer given that console specs provide a baseline for the game dev community. A bigger step forward, especially on the CPU side, would have been welcome.

That said, the big step up in system memory from the measley 512MB of current consoles will be a blessed relief. Games with massive environments will be a lot easier to achieve and hopefully therefore more common.

AMD to avoid Armageddon?

It?s got to be good for AMD, too. Admittedly, the informed opinion suggests AMD won?t rake in enough money to save its skin from these deals. But there?s got to be an advantage to be had from every major game dev aiming its engines at the GCN graphics architecture. It might make up for all the money NVIDIA allegedly chucks at making games run faster on its graphics chips.

If that?s the big ticket consoles from Sony and MS covered, how might ye olde Steam Box fit into all this? At this point I confess my comfort zone has gone walkies. Because I?m not totally convinced I see the point of the Steam Box.


Valve?s Steam Box will run Linux. Really?

In fact, I?m not even sure exactly what it is. There are some funky claims involving games streaming down the line, but the immediate proposition is a small form factor PC. The version produced by Valve will be sold in three spec levels. And it will run Linux. It?s at this stage I come over flummoxed.

Is Linux gaming the future? I?ve never seen Steam running on Linux much less tried it. But certainly, I think Gabe Newell?s anti-Windows 8 rant, for those who recall it, was fairly hyperbolic. So, I can?t help wondering whether Linux Steam Boxes are actually axes for the Windows 8 grind.

More to the point, if I want a simple box for no-brainer gaming, I?ll have a console, thanks. What I like about the PC isn?t that it?s simple-to-specify toy. It?s that it?s infinitely configurable. It?s a machine for grown ups. And I?m not majorly fussed by the form factor.

Precious Metals & Miners Making Waves and New Trends -- MrSwing

The precious metals sector has been dormant since both gold and silver topped in 2011. But the long term bull market remains intact. As long as we do not have the price of gold close below the lower yellow box on the monthly chart then technical speaking precious metals should continue much higher.

Large consolidation periods (yellow boxes) provide investors with great insight for investments looking forward 6-18 months upon a breakout in either direction (up or down). The issue with investing during these times is the passage of time. One can hold a position for months and sometimes years having their investments fluctuate adding extra stress to their life when they really do not need to.

Once a breakout takes place a powerful rally or decline will start putting an investors? money to work within days of committing to that particular investment compared to money invested waiting months for the breakout and new capital gains to occur.

If this chart plays out to what technical analysis is pointing to then we could see the precious metals sector put in a bottom and rally within the next week or two. And if this is the case then silver miner stocks should provide the most opportunity going forward.

In short, what you need to focus on is the yellow consolidation box on the monthly gold chart. A breaking in either direction will trigger a massive move that should last 6-18 months. Until then long term investors can simply sit back and watch the sector while they put their money to work in other active sectors.

From a short term traders point of view, that f mine. I am looking for a signs of a bottom on the daily chart to get my money working earlier to play the bounce/rally that takes place and actively managing the position until a breakout occurs. The charts overall are not that clear as to when a breakout will take place. Metals could start to rally next week or in a few months and all we can do is wait for a reversal to the upside before we get active.

Knowing the big picture trends and patterns at play along with major support and resistance levels (breakout levels) is crucial for success and piece of mind.

Public acceptance of climate change affected by word usage

Jan. 22, 2013 ? Public acceptance of climate change's reality may have been influenced by the rate at which words moved from scientific journals into the mainstream, according to anthropologist Michael O'Brien, dean of the College of Arts and Science at the University of Missouri. A recent study of word usage in popular literature by O'Brien and his colleagues documented how the usage of certain words related to climate change has risen and fallen over the past two centuries. Understanding how word usage affects public acceptance of science could lead to better science communication and a more informed public.

"Scientists can learn from this study that the general public shouldn't be expected to understand technical terms or be convinced by journal papers written in technical jargon," O'Brien said. "Journalists must explain scientific terms in ways people can understand and thereby ease the movement of those terms into general speech. That can be a slow process. Several words related to climate change diffused into the popular vocabulary over a 30-50 year timeline."

O'Brien's study found that, by 2008, several important terms in the discussion of climate change had entered popular literature from technical obscurity in the early 1900s.

These terms included:

  • Biodiversity -- the degree of variation in life forms within a given area
  • Holocene -- the current era of Earth's history, which started at the end of the last ice age
  • Paleoclimate -the prehistoric climate, often deduced from ice cores, tree rings and pollen trapped in sediments
  • Phenology -- the study of how climate and other environmental factors influence the timing of events in organisms' life cycles

Not every term was adopted at the same rate or achieved the same degree of popularity. Biodiversity, for example, came into popular use quickly in only a few years in the late 80s and early 90s. Other terms, like Holocene or phenology, have taken decades and are still relatively uncommon.

"The adoption of words into the popular vocabulary is like the evolution of species," O'Brien said. "A complex process governs why certain terms are successful and adopted into everyday speech, while others fail. For example, the term 'meme' has entered the vernacular, as opposed to the term 'culturgen,' although both refer to a discrete unit of culture, such as a saying transferred from person to person."

To observe the movement of words into popular literature, O'Brien and his colleagues searched the database of 7 million books created by Google. They used the "Ngram" feature of the database to track the number of appearances of climate change keywords in literature since 1800. The usage rate of those climate change terms was compared to the usage of "the," which is the most common word in the English language. Statistical analysis of usage rates was calculated in part by co-author William Brock, a new member of MU's Department of Economics and member of the National Academy of Sciences.

Greenland ice cores reveal warm climate of the past

Jan. 23, 2013 ? In the period between 130,000 and 115,000 years ago, Earth's climate was warmer than today. But how much warmer was it and what did the warming do to global sea levels? -- as we face global warming in the future, the answer to these questions is becoming very important. New research from the NEEM ice core drilling project in Greenland shows that the period was warmer than previously thought. The international research project is led by researchers from the Niels Bohr Institute and the very important results are published in the scientific journal, Nature.

In the last millions years Earth's climate has alternated between ice ages lasting about 100,000 years and interglacial periods of 10,000 to 15,000 years. The new results from the NEEM ice core drilling project in northwest Greenland, led by the Niels Bohr Institute at the University of Copenhagen show that the climate in Greenland was around 8 degrees C warmer than today during the last interglacial period, the Eemian period, 130,000 to 115,000 thousand years ago.

"Even though the warm Eemian period was a period when the oceans were four to eight meters higher than today, the ice sheet in northwest Greenland was only a few hundred meters lower than the current level, which indicates that the contribution from the Greenland ice sheet was less than half the total sea-level rise during that period," says Dorthe Dahl-Jensen, Professor at the Niels Bohr Institute, University of Copenhagen, and leader of the NEEM-project.

Past reveals knowledge about the climate

The North Greenland Eemian Ice Drilling project or NEEM, led by the Niels Bohr Institute, is an international project with participants from 14 countries. After four years of deep drilling, the team has drilled ice cores through the more than 2.5 kilometer thick ice sheet. The ice is a stack of layer upon layer of annual snow fall which never melts away, and as the layers gradually sink, the snow is compresses into ice. This gives thousands of annual ice layers that, like tree rings, can tell us about variations in past climate from year to year.

The ice cores are examined in laboratories with a series of analyses that reveal past climate. The content of the heavy oxygen isotope O18 in the ice cores tells us about the temperature in clouds when the snow fell, and thus of the climate of the past. The air bubbles in the ice are also examined. The air bubbles are samples of the ancient atmosphere encased in the ice and they provide knowledge about the air composition of the atmosphere during past climates.

Past global warming

The researchers have obtained the first complete ice core record from the entire previous interglacial period, the Eemian, and with the detailed studies have been able to recreate the annual temperatures -- almost 130,000 years back in time.

"It is a great achievement for science to collect and combine so many measurements on the ice core and reconstruct past climate history. The new findings show higher temperatures in northern Greenland during the Eemian than current climate models have estimated," says Professor Dorthe Dahl-Jensen, Niels Bohr Institute.

Intense melting on the surface

During the warm Eemian period, there was intense surface melting that can be seen in the ice core as layers of refrozen meltwater. Meltwater from the surface had penetrated down into the underlying snow, where it once again froze into ice. Such surface melting has occurred very rarely in the last 5,000 years, but the team observed such a melting during the summer of 2012 when they were in Greenland.

"We were completely shocked by the warm surface temperatures at the NEEM camp in July 2012," says Professor Dorthe Dahl-Jensen. "It was even raining and just like in the Eemian, the meltwater formed refrozen layers of ice under the surface. Although it was an extreme event the current warming over Greenland makes surface melting more likely and the warming that is predicted to occur over the next 50-100 years will potentially have Eemian-like climatic conditions," she believes.

Good news and bad news

During the warm Eemian period there was increased melting at the edge of the ice sheet and the dynamic flow of the entire ice mass caused the ice sheet to lose mass and it was reduced in height. The ice mass was shrinking at a very high rate of 6 cm per year. But despite the warm temperatures, the ice sheet did not disappear and the research team estimates that the volume of the ice sheet was not reduced by more than 25 percent during the warmest 6,000 years of the Eemian.

"The good news from this study is that the Greenland ice sheet is not as sensitive to temperature increases and to ice melting and running out to sea in warm climate periods like the Eemian,as we thought," explains Dorthe Dahl-Jensen and adds that the bad news is that if Greenland's ice did not disappear during the Eemian then Antarctica must be responsible for a significant portion of the 4-8 meter rise in sea levels that we know occurred during the Eemian.

This new knowledge about past warm climates may help to clarify what is in store for us now that we are facing a global warming.

Planetary Resources shows off Arkyd100 prototype, gives a tour of its workspace video

We last heard about Planetary Resources back in April of last year, when the team formally announced plans to mine asteroids for things like water and precious metals like platinum. Chris Lewicki, who sports the unspeakably cool title of president and chief asteroid miner, assures us all that his team has been very hard at work in the interim. While he's not quite ready to show everything off just yet (due, in part, to intellectual property concerns), the space executive gave the internet a glimpse of the Arkyd-100 mechanical prototype, a space telescope and technology demonstrator packed into a dense 11 kilograms.

In the below video, Lewicki give a quick walk around the lightweight, low-cost prototype. There's also a glimpse of the of the company's Class 10,000 clean room and Arkyd-100 manufacturing facility.

DC lowers turnout projections for inauguration

(AP) ? District of Columbia officials have lowered their turnout estimate for Monday's presidential inauguration.

The district's homeland security director, Chris Geldart, said Sunday that officials now expect between 500,000 and 700,000 people to attend. That's fewer than the 600,000 to 800,000 people initially anticipated.

The estimates are based in part on the number of charter buses arriving in the city, as well as the number of hotel and restaurant reservations.

Geldart says the lowered crowd estimate isn't changing any of the security preparations or planning.

For President Barack Obama's first swearing-in in 2009, 1.8 million people packed the National Mall.

California woman pleads guilty in assisted suicide of veteran

LOS ANGELES (Reuters) - A California woman was sentenced to probation on Friday for helping an 86-year-old World War Two veteran kill himself by mixing a lethal dose of Oxycontin into his yogurt even though he was not terminally ill or bedridden.

Elizabeth Barrett, 66, pleaded guilty and was given three years of probation instead of jail time based on her lack of a criminal record, her own illness and the wishes of the man's family, according to the Orange County District Attorney's Office.

"I think Ms. Barrett chose to accept this plea bargain rather than fight the case because of her own medical issues, and the people (prosecutors) were reasonable and made a probationary offer," her attorney, Daryl Anthony, told Reuters following the hearing in Orange County Superior Court.

Anthony said his client was suffering from cancer and undergoing chemotherapy.

Barrett knew 86-year-old Jack Koency through a group of seniors who met regularly at a Starbucks near her home in Laguna Woods and was accused of planning the assisted suicide after meeting him there about a week before his 2011 death.

Koency suffered from depression that dated to his service in World War Two but was not terminally ill or bedridden.

Prosecutors say Barrett drove Koency to a branch of the Neptune Society, a cremation provider, to make his own funeral arrangements. She then bought yogurt, a bottle of brandy and heartburn medication to counter acid reflux that could be caused by taking large doses of Oxycontin, an opioid painkiller.

After driving him back to his apartment, Barrett crushed a lethal amount of Oxycontin and mixed it into the yogurt, which she gave to him, according to prosecutors. Koency then ate the yogurt, laid down on his bed and died.

After Koency died, Barrett removed his World War Two medals from the wall of his apartment and put them in her car before calling 911 to report that she had found him dead, prosecutors said.

Investigators say they found a videotape that showed her crushing the medication, mixing it in the yogurt and taking the medals off the wall. The videotape was recorded by a motion-activated camera in the apartment.

Authorities have said that Koency suffered from depression stemming from "some type of friendly fire incident" during the war and was estranged from his two daughters.

In reading the obituaries for the late Pauline (Popo) Friedman Phillips, who was best known as advice columnist Dear Abby, I enjoyed her unpretentious description of what she felt made her qualified to tell people what to do. As this Washington Post tribute describes, she made no claims for any special knowledge of the human condition. She just confidently asserted that she possessed common sense and could deploy it to help. (She was also happy to turn to a long list of authorities if the question required more expertise.)

The numbers of those who agreed with her self-assessment are astonishing. The Washington Post says she received between 3,000 and 25,000 letters a week. To answer these ?she employed four full-time mail openers, six letter-answerers and a research assistant.? (As Slate?s Dear Prudence, I open all my own email, and it is not an onerous task.) Phillips became Dear Abby in 1956?she named herself after the Biblical Abigail, ?Then David said to Abigail ?Blessed is your advice and blessed are you? ??and continued until the column was officially taken over by her daughter, Jeanne, in 2002, with the announcement that Pauline was suffering from Alzheimer?s. Phillips died this week of the disease at age 94. Advice-giving ran in the family. Phillips? twin sister, the late Esther (Eppie) Friedman Lederer, was the equally famous columnist Ann Landers. Lederer?s daughter Margo Howard was Slate?s previous Dear Prudence.

Dear Abby specialized in the clever one liner. To a wife asking about a cure for her husband?s wandering eye, she suggested ?rigor mortis.? To the people complaining about the gay couple who?d moved in next door and wanting to know how the quality of the neighborhood could be restored, she replied: ?You could move.? Her style makes her seem both like a voice from another era?one of those snappy dames Rosalind Russell played?and in the age of Twitter, remarkably current.

I?m sure that she must have sometimes felt overwhelmed by the sorrow that came her way, the cries from people who felt the need to turn to a disembodied stranger. I know she took her responsibilities very seriously; accounts say she sometimes contacted letter writers personally if she felt they were in trouble. I understand her impulse?I, too, communicate directly with people who sound suicidal or in danger. I?m sure she felt the same gratification I do when I hear back that they?ve seen a doctor and are feeling better or have left a threatening relationship.

She had the bedrock values of a nice Midwestern Jewish girl, a liberal point of view about people?s right to make personal decisions, and a willingness to adapt with the times. She started out thinking marriage should be forever but changed her mind on that?both of her children eventually divorced. She was an early supporter of equality for gay people and was a believer in abortion rights. She hated smoking but was willing to entertain the notion of drug legalization.

As Washington Post advice columnist Carolyn Hax wisely points out in her reflection on Dear Abby, just because you dole out advice doesn?t mean you don?t need it yourself. I frequently get letters from people full of resentment or rage at their adult siblings. It?s a little-explored area of human experience, unlike the much-examined relationships between parent and child or spouse and spouse. Phillips and Lederer famously feuded on and off for years because of their competing advice columns. After Lederer had begun hers first, she turned to her witty sister for help with answers. Lederer?s syndicate said she couldn?t farm out replies, so Phillips herself went and convinced the editor of the San Francisco Chronicle to give her her own column.

The resentment between them that bubbled out in interviews over the years was raw and sad. One can understand the rivalry, but both of the sisters must have known from the mailbags to their offices that there was more than enough trouble to go around. Each woman was among the most widely syndicated and best-read newspaper columnists of her day?Dear Abby at its height was in more than 1,400 newspapers, according to the Wall Street Journal. When I was growing up, my local newspaper, the Boston Globe, carried Ann Landers, and I read her column religiously. It has been a pleasure in the past day to read some of the best of Abby?s answers, to see that many of the same dilemmas she dealt with fill my inbox, and to confirm that the advice Abby gave still holds up.

Jobless rates fall in less than half of US states

(AP) ? Unemployment rates fell in less than half of U.S. states last month, as steady but slow hiring is making only gradual improvement in the job market.

The Labor Department said Friday that rates fell in 22 states in December and rose in 16. They were unchanged in 12.

The department's monthly report also shows that steady hiring nationwide in the past two years has lowered the unemployment rate in many parts of the country. The rate is now below 7 percent in 25 states. And some of the states hardest hit in the recession have seen solid gains.

Nevada's unemployment rate, the highest in the nation, plummeted 0.6 percentage points last month to 10.2 percent. Rhode Island's rate, also 10.2 percent, fell from 10.4 percent in November.

A year ago, Nevada reported an unemployment rate of 13 percent. Its 2.8 percentage point drop in 2012 was the biggest in the nation.

Much of that decline stems from a smaller labor force. Many of those in Nevada who were out of work have given up looking for jobs or have left the state. People are only counted as unemployed if they are actively looking for work. Nevada's workforce fell nearly 2 percent last year.

But some of the unemployed have found jobs. In the past year, the state has gained nearly 20,000 jobs.

California has the third-highest unemployment rate, at 9.8 percent, the same as the previous month but down from 11.2 percent a year ago.

Nationwide, the rate remained at 7.8 percent in December. Employers added 155,000 jobs last month, nearly matching the average of 153,000 in 2012 and 2011. That's just enough to slowly reduce the unemployment rate, which declined 0.7 percentage points nationwide last year.

Employers added jobs in 27 states, the department said, while they cut jobs in 23 states. The job totals come from a survey of employers, while the unemployment rate is calculated from a separate survey of households.

New York and New Jersey reported the biggest job gains last month, likely reflecting a bounce back from Superstorm Sandy, which caused job losses in both states in November. New York gained nearly 9,000 construction jobs, while New Jersey added 4,200.

That's nearly half the 30,000 construction jobs created last month nationwide, the biggest increase in 15 months.

Still, New Jersey now has the nation's fourth-highest unemployment rate, at 9.6 percent. That's down slightly from the previous month but a half-point higher than a year ago.

North Dakota reported the nation's lowest unemployment rate, at 3.2 percent. Nebraska had the second-lowest rate, at 3.7 percent, followed by South Dakota at 4.4 percent.

Dow, S&P 500 end at five-year highs on early earnings beats

NEW YORK (Reuters) - The Dow and S&P 500 closed at five-year highs on Friday as the market registered a third straight week of gains on a solid start to the quarterly earnings season.

Morgan Stanley was the latest Wall Street bank to report strong results. Its better-than-expected earnings followed similar report cards from Goldman Sachs and JP Morgan Chase earlier in the week.

Shares of Morgan Stanley shot up 7.9 percent to $22.38. It reported a fourth-quarter profit after a year-earlier loss, helped by higher revenue at the bank's institutional securities business.

But Friday's rise was held back by shares of Intel Corp , which slumped 6.3 percent to $21.25 a day after it forecast quarterly revenue below analysts' estimates and announced plans for increased capital spending amid slow demand for personal computers.

Another factor that has been weighing on the market before a three-day weekend is uncertainty about the federal debt limit and spending cuts that could hamper U.S. growth. U.S. markets will be closed on Monday for the Martin Luther King Jr. holiday.

There were signs on Friday that the question of raising the U.S. debt limit would be put off for a while. House Republican leaders said they would seek to pass a three-month extension of federal borrowing authority next week to buy time for the Democratic-controlled Senate to pass a budget that shrinks deficits.

"It could be a big positive for the markets if we come up wih a plan of spending cuts that isn't too awfully hard on the economy," said Bryant Evans, investment adviser and portfolio manager at Cozad Asset Management, in Champaign, Illinois.

The Dow Jones industrial average <.dji> was up 53.68 points, or 0.39 percent, at 13,649.70. The Standard & Poor's 500 Index <.spx> was up 5.04 points, or 0.34 percent, at 1,485.98. The Nasdaq Composite Index <.ixic> was down 1.30 points, or 0.04 percent, at 3,134.71.

The Dow and S&P 500 ended at their highest levels since December 2007. For the week, the Dow ended up 1.2 percent, the S&P 500 ended up 0.9 percent and the Nasdaq ended up 0.3 percent.

The CBOE Volatility index <.vix>, Wall Street's so-called fear gauge, fell 8.2 percent. The VIX usually moves inversely to the S&P 500 as it is used as a hedge against further market decline.

Also reporting stronger-than-expected earnings on Friday was General Electric , whose shares rose 3.5 percent to $22.04.

Overall, S&P 500 fourth-quarter earnings are forecast to have risen 2.5 percent, according to Thomson Reuters data. [ID:nL1E9CI581] That estimate is above the 1.9 percent forecast from a week ago but well below the 9.9 percent fourth-quarter earnings forecast from October 1, the data showed.

Economic data from China also provided some support to the market, though the focus remained on U.S. corporate earnings. China's economy grew at a modestly faster-than-expected 7.9 percent in the fourth quarter, the latest sign the world's second-biggest economy was pulling out of a post-global financial crisis slowdown which saw it grow in 2012 at its weakest pace since 1999.

Despite the gains by Morgan Stanley, financial stocks sagged as Capital One Financial reported disappointing profit. Capital One slumped 7.5 percent to $56.99, while the KBW bank index <.bkx> slipped 0.3 percent.

Volume was roughly 6.6 billion shares traded on the New York Stock Exchange, the Nasdaq and the NYSE MKT, compared with the 2012 average daily closing volume of about 6.45 billion.

Advancers outpaced decliners on the NYSE by nearly 2 to 1 and on the Nasdaq by about 13 to 11.

New Broncos offensive coordinator Adam Gase is 34 years old, and is calling plays for the first time.

The fact he?s calling them for a 36-year-old quarterback in Peyton Manning who has effectively been calling his own since Gase was in college doesn?t faze the recently promoted quarterbacks coach.

?I absolutely think I?m ready and I?m not nervous about calling plays,? Gase said Thursday, in comments distribute by the team. ?You have one of the greatest quarterbacks of all time as your quarterback ? I?m excited. I?m thrilled to be able to have that opportunity.

?We?re looking to go pedal to the metal and play as fast as possible and be aggressive and score as many points as possible every game.?

The Broncos had enough confidence in Gase to promote him quickly, opting for continuity, and developing what was installed by former coordinator Mike McCoy and Manning this year.

And while he?s younger and not nearly as well-known as the guy he?s in charge of now, Gase doesn?t give the impression of being in awe.

?Peyton Manning wants to be coached,? Gase said. ?He does a great job of, when you give him a play, if it needs to be better, he does a great job of putting you in that play. It?s the best situation possible for a guy calling plays. If you call something and it?s not good, he fixes it and puts you in a better play. That?s what he does that?s so great that I don?t think people admire enough. That?s why you don?t see a lot of bad plays with him.?

Asked if Manning ever ran out of questions, Gase replied: ?That would be a firm ?No.?

?When he asks questions, you?re sitting there going, ?Gosh, that?s a great question.? You?re sitting there thinking, you almost want to say to yourself, ?Why didn?t I think of that? That?s a great question to ask.? You?ve got to find answers. If you don?t know the answers that second, you better go investigate and find out what the answers are.?

The Broncos had opportunities to bring in more experienced coaches, but the trust they?re putting in Gase is a sign of the respect the young Gase has earned in a short time.

Organic Farming Crucial to Food Security, Addressing Climate ...

As the world begins to wrestle with rising food insecurity associated with climate change, a report from Worldwatch points to the crucial role?organic farming?plays.

Not only is organically produced food more nutritious, but it sustains livelihoods of millions of people in developing countries, because unlike conventional agriculture, it relies on labor. And it increases crop yields.

Organic farming also enhances?biodiversity, reducing the?vulnerability of the region to climate change.?

Over the past decade, the amount of?certified organic acreage has tripled?across?the world, but?it still accounts for for less than 1% (0.9%) of the world's?agricultural acreage, says?Worldwatch Institute.

As of 2010, over?91 million acres are certified organic?and?84 countries have organic certification standards, up from 74 in 2009.

Organic acreage is highest?in the Oceania region, including Australia, New Zealand and Pacific Island nations, with?29.6 million acres, followed by Europe (27.4 million acres), and Latin America (20.7 million acres).

North America has just 6.4 million acres.?

Acreage doesn't tell the whole story, however. 80% of the 1.6 million global certified organic farmers live in the developing world, not surprising since organic farming is more labor intensive. India has the greatest number of?certified organic producers with?400,551 farmers, followed by Uganda (188,625) and Mexico (128,826).

Millions more farmers in developing countries practice?organic agriculture, even though they aren't certified.

?Although organic agriculture often produces lower yields on land that has recently been farmed conventionally, it?outperforms conventional practices?especially in times of drought?when the land has been farmed organically for a longer time,? says Laura Reynolds, a researcher with Worldwatch?s Food and Agriculture Program. ?Conventional agricultural practices often degrade the environment over both the long and short term through soil erosion, excessive water extraction, and biodiversity loss.?

"Conventional produce (and grains like wheat) contain significantly fewer vitamins and minerals than they did 50 years ago. In our quest to grow more-more-more by using pesticides, GMOs, and not allowing fields to lie fallow, the soil has been robbed of its vital nutrients. This may grow lots of good-looking peppers, tomatoes and corn, but tests show they are less nutritional," says Natural Vitality Living.

In fact, one farmer?wants to change the criteria so that farms are measured in terms of how much they grow, but in the? nutrient content of its crops.? Farmers growing high-nutrient crops would get?higher prices?and consumers would reap the healthful benefits.

Half the fossil fuels are used on organic farms than?conventional farms,?and common organic practices - such as?crop rotation and cover crops,?mulching?and maintaining wildflowers, and native?shrubs and trees -?improve water retention?and stabilize soils,?reducing vulnerability to harsh weather patterns. Such practices also improve the quality of the soil, which then serves as a top?source of carbon sequestation.?

Organic farms have 30% greater biodiversity, including birds, insects, and plants, than conventional farms do.

Countries Taking Notice

Organic farming projects in 57 nations have demonstrated average gains in?crop yields of?80%, according to a United Nations report.?

That report concludes?food production in entire regions can be doubled within 10 years while mitigating climate change and alleviating rural poverty ... by using these practices.

A 2-year,?$250 million program in Brazil has?restored the land on over?2,000 farms,? recovering degraded pastures and implementing no-till agriculture to improve?the soil?as well as?other practices, according to a NY Times editorial.?

Similarly, 1000 projects in Niger have benefited more than 100,000 people by implement sustainable agriculture, fishing and livestock management on 9000 hectares. They have reduced soil erosion and water consumption, while increasing plant cover and?the amount of carbon stored.

In Vietnam, more than a million farmers have increase yields and cut?methane emissions by?intermittently draining rice?paddies. The approach, started in 2007, is now used on 185,000 hectares.

"If food prices are not kept under control and populations are unable to feed themselves ... we will increasingly have states being disrupted and failed states developing," say Olivier de Schutter, the UN?reporter on the right to food.

Bhutan, a tiny country of 700,000 people between China and India, has pledged to go 100% organic. Only 3% of the nation's land is dedicated to agriculture, although two-thirds of its citizens depend on farming for their livelihood.
